Madam Chair,

I speak on behalf of the Nordic and Baltic States.

We thank the Independent Expert for his report and reiterate our unwavering support to his crucial mandate.

Chair,

Education is a human right – not a privilege. Equal access to quality education is essential for the realization of other human rights and for building inclusive, democratic societies.

We are deeply concerned by justification of discriminatory laws and other efforts aimed to restrict inclusive education under the guise of “protecting children.” Such backlash jeopardizes both the right to education and the safety of LGBTI+ persons in learning environments. 

Comprehensive sexuality education that promotes gender equality and respect for diversity is integral to the right to education and a powerful tool to prevent discrimination and violence. 

National anti-discrimination laws, legal gender recognition based on self-determination, and strong education policies are key to ensuring inclusive learning environments.

Violence and discrimination based on sexual orientation or gender identity remains unacceptable, with alarming mental-health impacts among youth. States must align laws and policies with international human rights standards to ensure that all learners thrive in safety and dignity.

How can States and civil society further counter organized backlash and misinformation that threaten inclusive education and the full enjoyment of human rights for all LGBTI+ persons in learning environments?
