Advisory committee on Anti-Dumping and Countervailing Duties
The Minister of Finance and Economic Affairs has appointed an Advisory committee, pursuant to Article 133(5) of the Customs Code No 88/2005, to consider the application brought by PCC BakkiSilicon hf. concerning the importation of silicon metal and make a recommendation to the minister for the imposition of anti-dumping and countervailing duties. The Advisory committee has received the application brought by PCC BakkiSilicon hf., dated 26 June 2025, and considers, following a preliminary determination, that there is sufficient evidence to proceed with the application brought by the undertaking.
The applicant requests that anti-dumping and countervailing duties are imposed against silicon metal imported from China, arguing that the goods are imported at dumped prices, in addition to silicon metal produced in China being significantly subsidised. The applicant operates a silicon metal plant in Bakki, near Húsavík, and argues that the above-mentioned imports have caused injury since the applicant’s margins and market share have declined considerably in recent years due to increased imports from China.
